The Douglas Shire has a long history of having an active Ratepayers Association as seen in an article printed in The Brisbane Courier 11th of October 1910 -

"A meeting of the Port Douglas and Mowbray Ratepayers' Association was held on Saturday night (our Port Douglas correspondent wired yesterday). It was resolved that a petition praying for the ousting of that body, and which was refused by them, should be sent direct to Mr Theodore, member for the district as soon as a report bearing upon the allegations regarding the management of the tramway and wharf finances could be prepared. The meeting indignantly referred to what was termed the council's apathy in the matter of the disgraceful state of the cemetery, indifference to public health, and want of economy in the management of the tramway."
